Victoria Tiara Starks, 26, of Palm Coast (native of Silver Spring, MD), entered the sunset of life on Saturday, February 11, 2023, at AdventHealth Palm Coast.   She was born on November 9, 1996, in Silver Springs, Maryland to Vernzella Starks and Terry White.  In 2009, Victoria moved to Palm Coast, Florida, to live with her grandparents whom she affectionately referred to as "Poppie" and "Granny".  Upon joining the Mt. Calvary Baptist Church of Palm Coast, Victoria became active in the Daughters of Miriam Liturgical Dancers, youth choir, youth usher ministry and Sunday school.  As a student at Flagler Palm Coast High School, she participated in the African American Mentoring Program for girls and the Delta Sigma Theta Sorority, Inc. Delta GEMS program.  After graduating from Flagler Palm Coast High School in 2014, Victoria enrolled in the College of Central Florida in Ocala, FL, and later transferred to Daytona State College.

Victoria was preceded in death by her parents, her grandfather, George Porter Starks and her great grandmother, Christine Knight.

Memories of Victoria will forever be cherished by her loving grandmother, Delores Starks; uncle Anthony Starks; godmother, April Flowers; godfather,  Byron Jacobs; godparents, Joe and Sheryl Lewis; a host of cousins, many friends and her caring and devoted high school sweetheart, Markel McCall.
