Obituary

On Wednesday, June 8, 2011, following an extended illness, our hearts were saddened by the transition of our loved one, Howard Leroy Webster, age 83, at the Golden House Senior Living Facility in Palm Coast. Howard, the son of Norman Webster and Mamie Brown Webster, was born in Thoroughfare, Prince William County, Virginia, on Sunday, November 6, 1927. He was the tenth child among thirteen siblings. Howard has been a Christian since 1944 when he joined the Oakrum Baptist Church of Thoroughfare. He joined the Mount Calvary Baptist Church of Palm Coast, Florida in 1999 where he served as Assistant Superintendent of the Sunday School, directed the Nursing Home Ministry, member of the Budget Committee and as a Representative on the Halifax Baptist Association Board. Howard truly loved the Lord and his church and he seized every opportunity to express it. He was one of the first to become a Deacon of this newly formed church. Howard attended Manassas High School, Manassas, VA., and is a graduate of American University, Washington, D.C. Sgt. Webster served in the United States Marine Corps from 1951 to 1959 earning the National Dense Service Medal. A retired Federal Employee, Howard served over 30 years with the Department of Housing and Urban Development (HUD) in various housing related positions and was awarded the HUD Certificate of Merit in 1972. He was appointed Assistant Administrator for Housing Management (Philadelphia Regional Office) in 1975, responsible for administering all of the departments housing management programs in the states of Pennsylvania, Delaware, Maryland, Virginia and the District of Columbia. He also served in executive positions in HUD Detroit, Michigan and HUDs Central Office in Washington, D.C. After retiring from the Federal Government in 1978, he worked as an Assistant Executive Director of a large metropolitan Housing Authority. In 1979, he established his own property management firm, Tiffany Management, Inc. and served as its President from 1979 through 1989. During this period, he managed over 2,000 units of subsidized housing. Howard was preceded in eternal rest by four sisters (Lucille, Pauline, Marion and Burnice) and seven brothers (Joseph, Benjamin, Willis, Lloyd, Charles, Norman and James). Commencing from such a large and loving family, Howard will be missed very much. Those who will always cherish his memories are: devoted wife of 38 years, Patricia Y.
