Florence was born to William & Winnie (Cooks) Powell, Sr. on Saturday, October 4, 1919 in Eau Gallie, FL. A longtime resident of Pomona Park, she spent her childhood in Deland. Her lifelong love & gift for cooking has been the hallmark of her professional career. She was employed as the main chef and housekeeper for Southern Railroads fishing resort situated on the banks of the St. Johns River where her beloved husband, Leroy was employed as a professional fishing guide.

She was a longtime member of New Mt. Tamo Baptist Church, Pomona Park where she faithfully served on the Mothers Board and in the Kitchen Ministry. In addition as a successful gardener and avid fisher, she earned the nickname Mullet Lady or Mullet Queen and her van was known as the Mullet Mobile. Mother Turner befriended and mentored many local fishermen and has many Signature Recipes. Over the years, she prepared many specialty foods for area restaurants, families and individuals. Her act of benevolence and commitment to her church was known by all. She initiated numerous community programs throughout the South Putnam region. She was proud of the privilege to vote (She was among the first Negroes to register to vote in Volusia County), she proudly acclaimed a record of not missing one chance to vote since she started and also was a poll worker in South Putnam County.
